Are teacher evaluations required by law in VA?

One of my friend's professors has not given the evaluations out that all of her other (and mine own) professors have given. The date for them due is Saturday, so she won't be able to do it. Is it required for a teacher to give the evaluations by law or policy of the colleges? This professor is very neglectful and NEEDS this evaluation so someone can help change for the students. If you could give me links or something, it would be really helpful!
