Do you think this is neglectful?

When I was 10,11,12 and 13 I used to go to school when it was really cold with no jumper or jacket on and my mum wouldn't get me one and she did have the money to buy me one but she wouldn't so I had to go to school everyday when it was so cold with just a t shirt on and pants..Also when I was 10 I was getting badly picked on at school because I was chubby and one time a boy even beat me up because I touched his chair that he was sitting on when I walked past it (by accident) and he didn't want my gross fat germs to touching his chair. I was really embarrassed about being picked on at school, I tried to hide it, it became to much for me though and it was seriously messing me up. One day I started crying I couldn't hold it in and my mum said "why are you crying"? and I said "it doesn't matter", and then she yelled at me and told me to tell her so I told her and she just told me to stop feeling sorry for myself. Do you think what I have told you shows she was a neglectful mother? There is a lot more but this is just an example.
