Do "backyard breeders" serve time in jail?

I wish! Unless they are convicted of extreme ABUSE, usually they get a fine, at most. There are few laws concerning how pets are to be treated. As long as they are given food and reasonable shelter, the owners are not breaking any laws. Look how many dogs are confined in backyards with NO interaction at all. It's horrible, but it is not ILLEGAL.
