Can I leave Las Cruces, New Mexico for a foster home somewhere else?

I'm a 14 year old foster son and hate where I live. Not just the town but I have trouble finding good parents. I got sent into Family and Youth Inc. custody because my psychologist felt my real parents were being neglectful and need to get along with me better. Would moving to a new city be possible? I have my mind set to Portland, Oregon because my sister's moving there in August.
