Is she being neglectful?

I agree with the other person. My son is that same age and he is in size 3T, not because he's large but because he is so tall. Sometimes I worry that he is too small, but his dad is built the same way as he is, the charts say he's healthy, and he eats like there is no tomorrow. I gave my son whole milk for over a year because that is what was given on WIC. He is still tall and skinny, even though he had 3-5 glasses per day.
